This file is related to a service and polls for a file every 3 seconds. This task is meant to clean up a roaming data directory if Notes is configured to clean up the data directory if the user did not log on for x days.
This is really annoying as it
a) gives a "klick" on your harddisk every 3 seconds which you can hear.
b) prevents computer (and Laptops) from entering power save mode.
